Two London-based community organisations honoured the young people of North Kensington at the weekend. At an event on Ladbroke Grove, local children affected by the 14th June Grenfell Tower fire and its aftermath showcased their creative skills and public speaking abilities.
The children were given a platform to reflect on their experiences of the summer after the Grenfell disaster. Many of them had benefited from trips away from West London, funded and organised by Baraka Community Association (BCA) and Worldwide Somali Students & Professionals (WSSP). The trips included a residential at Hindleap Warren, visits to Legoland, Chessington, Butlins and Thorpe Park.
Over a hundred days have now passed since the unprecedented fire on the Lancaster West estate, which claimed scores of lives, including friends of the children present.
The young people were set the task of designing posters to express their feelings experiences during summer 2017, presenting them to a panel of judges that included Kensington MP Emma Dent Coad. Contestants were judged on their artistic ability, literacy and presentation skills.
After much deliberation and disagreement, the cash prizes went to:
Third prize: Aisha, aged nine, for her poster ‘Asia, Africa’.
Aisha reflected on getting far away from North Kensington to Dubai, Kenya (which she described as ‘boring’ – sorry Kenya) and Somalia. Aisha gained the judges’ praise for her lively, confident presentation.
Second prize: Abdullahi M, aged nine, for his poster ‘My Sad but Amazing Summer’.
Abdullahi described the events of 14th June as they had unfolded for him, talking about his mother’s tears, and the united local community. He ended his presentation with the words “peace and love for the community of North Kensington”.
First prize: Hussein, aged 13.
Hussein received first prize for his combination of a brilliant design and a very eloquent presentation, outlining how each section of his picture linked together, and explaining the abstractions to the audience and judges.
The prizes were awarded by Emma Dent Coad MP, who hailed the organisations involved and the families in attendance, noting that they were doing “what we all want to do: making the most of ourselves and our children”.
The event showcased the effectiveness of well-established and well-connected community groups. Already up and running and filling in gaps in provision long before the Grenfell fire, these organisations were in place to provide much-needed support and relief when North Kensington was shattered by the events of June 14th. When government services were most needed, they were found wanting, but the community was able to provide some essential presence.
WSSP’s Director Kasim Ali said: “The aim was to help children cope with the Grenfell disaster by talking about it and expressing themselves artistically. At the same time they learned lifelong skills such as design, presentation and public speaking”.

This document was recently published on the Home Connections website under the Royal Borough Of Kensington section. It attempts to clarify the councils intended mode of operation regarding rehousing the victims of the Grenfell disaster.
As odd as it seems, I fail to find a lack of integrity here. However, we feel that it’s the duty of everyone under social housing, surrounding the Lancaster West Estate in the w10/w11 area and beyond, to check this document for compliance.
Survivors of the Grenfell Tower disaster in West London and members of the North Kensington community travelled to Parliament on 29th June, giving evidence to relevant Labour shadow cabinet members to enable them to better hold the Conservative government to account over its handling of events.
Earlier in the day, the UK government announced that its public inquiry in to the disaster would be led by retired judge Sir Martin Moore-Bick. The controversial choice of Moore-Bick, made without consultation with survivors, adds to the sense in North Kensington that the government, in cahoots with its local government counterparts, are fudging the official response to the disaster, which has officially killed 80, although the real death toll is known to be far higher. The public inquiry will establish the cause of the fire, but will not have the power to bring criminal charges against those responsible.
Meeting in Parliament
The Shadow Home Secretary, Diane Abbott invited survivors, families and local residents to meet with her and her colleagues in parliament to bear witness to the truth of what is happening on the ground following the unprecedented disaster. What they learned was that the reassurances given to them by prime minister Theresa May and home secretary Amber Rudd are at odds with reality.
Survivors, who arrived in busloads from around West London, spoke directly, through family members and one through a translator. The main concern raised was housing, but indignation was also expressed regarding the incompetence of the local authority, treatment of surviving families as charitable cases, class differences, the choice of judge and the impact of the disaster and government response on local children.
The theme, recurring with every speaker, was dignity. Dignity for the dead, for the survivors and for the North Kensington community. They were asking for dignity and they conducted themselves with the utmost dignity, in a strange setting, making demands they should never have to make. The Labour MPs present were armed with facts and anecdotes and will be keen to hammer home, to the government and the electorate, the need for dignity.
Numerous survivors told of how they had been moved to wholly inadequate and inappropriate “box rooms” in hotels or Bed and Breakfasts outside of Kensington and Chelsea. Some of these small rooms are not even equipped with fridges.
Some of the hotels are only providing breakfast to survivors, who must otherwise fend for themselves. One woman said that a relative of hers with asthma had been placed in a room with no window.
Others reported having been offered unsuitable accommodation in the south of the borough, while others had turned down numerous properties outside the borough, which had been offered only as temporary shelter. The local authority has not come forward with a plan for permanent housing, and concern was expressed that when temporary accommodation tenancies expired, Grenfell victims would be forced out of the borough by the unaffordable private sector market.
Those gathered heard that when hotels decided that they no longer had room to house the survivors, in some cases at 2am, there was no council contingency plan in place to support them.
Authorities Losing Authority
All of the residents who spoke decried the lack of support from Kensington and Chelsea council. While public support has flooded in, the survivors “have to go and search for it.” The absence of deliveries by the council has meant that survivors have had the unedifying experience of rooting through bags of charity donations to find essential items. One story was of a survivor who was provided with no shoes and no food by the council and had to head out to look for them.
The council was condemned for its inhuman response, “they haven’t even sent people to ask how we are” said one survivor, “Everyone else is asking how we are, why can’t they?” When Abbott asked if the information given to her by May and Rudd, that every survivor had been allocated a social worker, was correct, she was met with a resounding “No!” from all sides.
Survivors and community organisers demanded a local authority presence 24 hours a day at all hotels housing survivors to ensure their basic needs could be met.
The MPs heard that the Westway Sports Centre, acting as the hub for coordination of the relief effort is not using translators, despite English not being the mother tongue of many of the residents of the Lancaster West estate, of which Grenfell Tower is a part. Residents of neighbouring blocks have also been moved, lost gas and not kept informed of developments.
Emma Dent Coad, Labour MP for Kensington, agreed that residents had been “fobbed off” by the local authority, and claimed that the council was now effectively in “special measures” due to its incompetence.
Others questioned how the Tenant Management Organisation (TMO), which manages the estate for Kensington and Chelsea, could still be in situ following their own mishandling of the disaster.
Among the many shocking revelations brought to parliament by survivors was that the council was giving people an allowance of £30 per day to live on. Additionally, they were required to keep a record of what they had spent their £30 on.
Others told of traumatised survivors being offered £500 in cash with a further £5,000 to be put in their bank accounts, but with the caveat that accepting the money would affect future housing benefit payments. It was not clear if relief had now become a loan in the richest borough in Europe. Community organisers pleaded with the MPs present to take action to stop the authorities presenting victims with complex agreements to sign to enable them to receive minimal relief. The MPs explained that they had been given an entirely different report from the government: that everything was going “okay.”
Another fact, presumably not reported to the official opposition party by May and Rudd, is that survivors who need to use the Westway centre are made to wear wristbands to identify them as Grenfell residents. This made them “look like cattle” stated one family member of a survivor, who explained that as a sports centre, Westway already has the technology to produce photo identity cards, which would afford the survivors more dignity.
A Syrian survivor, who lost his brother in the blaze, talked about his family traveling to the UK to be with him in order to grieve together. He said that the grieving process was very difficult as the hotel room he has been housed in is a box room, so he and his family cannot spend the private, quality time they so desperately need to honour their loved one.
One man told of how his sister had been investigating safety in the Grenfell Tower and had been threatened with legal action by the council as a result. His sister died in the fire.
One major problem among the many identified was that Grenfell survivors were now dispersed across a wide area. They are unable to console each other, share their experiences together or coordinate their response. A weak constituency has now been further weakened.
More harrowing anecdotes followed: orphaned children with no social worker; one survivor, so traumatised and receiving little support, attempting suicide.
The link between the suffering of these residents and the class-based politics of the area was eloquently identified. One survivor compared the class system in North Kensington to that of the Titanic, where the rich can survive but the poor are at the mercy of events. People described the “managed decline” of the area and the council’s social cleansing.
Others objected to being referred to as “the poor” by Abbott, protesting: “we’re educated working class people, we’re not poor.” But there was no debate about culpability over the inadequate response of both the local and national governments: “the local and national governments don’t care,” “If you want to help us, just help us,” “the government just do not care.”
Improperly reduced to the position of almsmen, confusion surrounds the whereabouts of the millions of pounds of charity that society rallied to pledge.
In the absence of an effective local authority, word of mouth has become king in North Kensington. In parliament, those gathered heard unfiltered testimony from many mouths. On the future of the area, questions were raised about the demolition of Grenfell Tower, about rumours that the neighbouring school, Kensington Academy will not open in September and about the long-term psychological impact on children.
Incredulity over the absurdity of the official death toll was expressed, a scene replayed daily on every street in North Kensington. Disappointment, but no surprise, over the appointment of an unsuitable judge with an inadequate remit, was voiced. What is essentially an inquest in to the cladding used on the building was labelled “an insult.”
Some asked Abbott and her colleagues, the Shadow Justice Secretary, Richard Burgon and MP David Lammy, to work to ensure the skeletal tower is covered up to protect the dignity of those that died and to stop the community having to face that constant, harrowing reminder.
The politicians responded with the guarantee that they would “not rest” until justice was done. They called for transparency and action from the government.
The diligent work promised by Labour is very necessary, but above all, the cry of the North Kensington community must be heard and kept at the centre of any decisions taken: Dignity and respect now. The most traumatised community in the country have conducted themselves with grace and fortitude, but at the moment this not being met in kind.

It’s theage of uncertainty, overuse of the word ‘terrorism’ and common sense gone digital. If what the astronomers tell us is true, we’ve moved light years away from the cosmic location we were at just four years ago and you can kinda tell. Yet, Mario’s key cutters, Poundland and Tesco’s all seem to have remained in the same location as I look through the eyes of a child.
The said amount of time has passed since we shared, right here on Urban Dandy, how the natural falling of a tree on our block inspired the locals to spill out onto the streets and finally make themselves known.
I don’t know if it’s time, frustration or just karma for me, but it seems that the neighbourly thing is at an all time low. The same eleven-year-olds that used to humbly greet me on my way out the door are now fifteen and just about neighbourly enough to replace those kind words with a nod and an ice grill and if I’m really lucky it may also be the waft of urban incense of the green variety. I can’t tell you how many times my doorstep has been littered with rolling papers, Subway sandwich wrappers, rappers and pitiful young girls, a few months into puberty and possibly a couple of years from single motherhood. They would exchange a type of loud poetry of the sailor type among themselves and upon any young ears that are unfortunate enough to be near their fruitless performance.
I remember the gradual build up to this and the times when my suspicions of drug activity were vague and unsubstantiated, but I never expected to be welcomed home with an offer to buy drugs on my own doorstep.
Yep, it’s certainly a different time and place in space and you’d easily be forgiven if you don’t remember the tree that considerately descended on the very same block, even though, at the time, it was the most activity we had seen and the main focus of conversation for months. Now two years on, teams of mopeds turn the streets into Silverstone as they wheelie up the track block dropping off their illegal supplies under the diffident noses of the police, the housing association, the moon and even the mid-day sun, for that matter.
Rumours spread of the neighbours’ children having knife tussles in the street and of warning shots being fired in a place that celebrities could never imagine while they strut with all their pretense, trying to ignore the echoes of their own name. It’s hard to believe that one area could support such opposing lifestyles but Notting Hill is such a place.
The local news is sometimes national news, depending. It could be about the actress Eve strolling through her new manor, a sixteen-year-old laying in a pool of blood, Rita Ora doing a photo shoot, or a mob of eleven police restraining a wannabe thug child. Considering the later; this not yet man will no doubt only use this encounter as a badge to show the peer group that he has achieved a Netflix version of manhood. Meanwhile, the Beckhams will do the school drop off oblivious to this. But all of this in one stretch of concrete.
These are not incidents but everyday life. It’s like a kind of trash bag made of diamonds. It’s odd knowing that Princes William and Harry went to the school up the street and just feet away from that ambitious parent attending a school viewing, hoping to give their child the same Prince Harry experience they may experience the polar opposite. It’s also a Big Issue magnet, a haven for the more ambitious of the homeless. I know this because it took me two years and some strong language to be rid of one such aggressive Big Issue seller and to have him accept that I was a regular guy. He eventually dissolved our tacit contract and moved on to more supportive folk to maintain his structure.
Home and Away
Elsewhere in the world there are at least a few miles between these opposing classes. I find the choice to park your car in the centre of a spot, that could hold two vehicles, snooty and sub-civilised; but no less churlish than maneuvering a 60 lb leather sofa into a parking space in front of your own home, but who cares? Damn right it’s an environmental crime but not to be declared in Orwellian style with the hope of profit but just to dispense a call for the raising of one’s personal standards, empathy and maybe a little shame. Yeah, the mice come out knowing that the neighbourhood ugly gives them hope that there will be a serving for at least four when they carelessly drop pizza and other food items on their own doorstep, but who gives a..?
The bigger picture
Truth is, beneath all of this is a fight between two demogra-folks, both too smart to actually realise they’re in a war over a silly name. I’m not sure who named Ladbroke Grove Notting Hill but the two gangs have both been co-living on the same turf for some time now. As Notting Hill gets written into the history books, Ladbroke Grove makes its own history reminding us of the area’s past like an immortal storyteller. Immortal because, much to the disappointment of some locals, it just won’t go away. This neverending story is what opened the doors to make it Notting Hill (Ladbroke Grove or whatever you choose to call it), Marvin Gaye, The Sex Pistols, Malcolm X, Muhammed Ali, The Rolling Stones and all.
Rough Trade Records started out in Ladbroke Grove and without moving an inch has become Notting Hill’s musical pride and, somewhat organic, record shop. Yet who remembers when they sold NY W.B.L.S. radio mix-tapes and when people sprayed the bricks with Sham 69? How about, graffiti artist Futura 2000 knocking around with the Clash or Queen Latifa searching the crates for her little-known single?
Synonymously the neighbouring food equivalent would be The Grain Shop that still lives opposite Tavistock Square on Portobello Road, Notting Hill, or is it Portobello Road, Ladbroke Grove? Even regular healthy food got caught in this name politics and was changed to organic without its consent. Even though The Grain Shop still services the area for their food needs, the name of the food they offer, although it’s mostly organic, refuses to boast, because unlike most other things their attitudes have not changed. But you would have to remember Ladbroke Grove to know that. To know that the owners care more about the nutrition that they provide for their community than giving it a fancy name.
Then there’s The Tabernacle: it still sits in Powis Square but seems to be wanting to slide up the hill rather than down the grove. Thankfully, it is regulated by culture. Every time a hundred pound designer Champagne creeps onto the drinks menu a Jerk Chicken wrestles it down to the ground, sometimes it’s a saltfish fritter fighting with a Greek Salad or even an unexpected Chicken Saint Lucia being drowned by the soup of the day.
Yep, most of us are just casualties of a war of status and as soon as Notting Hill recognises that it’s Ladbroke Grove is the moment that Ladbroke Grove will see that it is Notting Hill. Gentrification will then become an organic process with the participation of locals. The area’s potential will then be clear and we can concentrate on bigger things like what the fuxit our exit from the EU actually means and how we need each other more than ever, NOW.
Whether it’s your micro neighbour or your macro neighbour we need constructive communication and not snobbery. Coming to accept that there is not, and has never been, a middle class may be a little hard to swallow for some but for God’s sake get over it quick because at this time if you’re not excelling to new financial altitudes whereby work is but a choice, then your choice of neighbours is not a choice at all. It’s Russian roulette, only now there are three slugs in the chamber of the proverbial gun to your head. It’s easier, far easier for somebody to complain about their co-inhabitants rather than to seek resolve with each other. Whether you dropped down from Knightsbridge with high expectations or you have never left the area and cannot quite grasp the gentrific change, it’s time to talk; otherwise, the government (or foreign corporate interests to be precise) will be only too happy to play your friendly mediator.
If you’re like me and have lived in any of the other communities that are globally accepted as parallels, you’ll know that there is not another area on earth like this one. New York, Paris, and Los Angeles all boast of multiculturalism but even as diverse as they are, the local cultures have enough distance between them to never meet.
Not so with us, just look at the size of our streets, somebody sneezes, you feel it across the road. We live in a very claustrophobic space of scraping buses and folding wing mirrors but with that comes the unique advantage of having to interact and survive within each other’s world, yet without each other in this little village. It makes sense for us to finally define it ourselves with the help of those who bring their foreign experiences if they are only willing to introduce themselves and share rather than seize real land, by any other corporate term.
I believe that on this third rock, in this western hemisphere, in this Royal Borough, while the world divides itself in the hope of the government submitting a plan for re-uniting it we have the potential to become a beacon to the world but we have to stop the selfishness and start participating, preserving, embracing and becoming curious about our homies, and each other’s welfare not farewell.

“In the heart of the Urban Dandy is the fate and the conflict of the bohemian, to become preoccupied with the things he/she shuns – materialism and money” (About Us)
Descriptions like this can be traced back nearly two centuries when the word ‘Bohemian’ was first used to define those who didn’t fit the mainstream, bourgeois view of respectable living.
Mid-nineteenth century bohemians were those associated with alternative lifestyles and world views, engaged in the arts, writing and philosophy. They were united in their rejection of bourgeois, materialism trivia and sentimentality. What was respectable to the bourgeois was, to the bohemians, banal.
The thinker Alain de Botton describes the “martyr figures” of the bohemian value system as those who “sacrificed the security of a regular job and the esteem of their society in order to write, paint or make music, or devote themselves to travel or to their friends and families”[i]
By favouring sensitivity over worldly attachment, bohemians found themselves destitute, unable to reconcile themselves to spending their time and energy in service of a job they loathed to secure comfortable material lives. They looked elsewhere, forming their own subcultures and alternative movements.
But while mainstream society has its status symbols (peerages, job titles, awards, bling etc.) the bohemians’ status is attained through social skills, poetry, choice of reading material and company kept.
In the 1800s, society reported only bourgeois achievements and alternative heroes were seldom seen. The bohemian response to this freezing out was to try to shock respectable society out of its complacency. The Dadaists and Surrealists provided alternative voices to the prevailing narratives of social conservatism and fear of difference. Similarly, the Beat poets challenged a culture dominated by those who believed society offered a just reward system.
Bohemians tend to gather in ghettos, a survival instinct and economic necessity. Inner city areas with low end rent have been the focal point, potential havens of freedom, liberation and creativity.
All well and good, but any Bohemian must operate within the laws of the land. And so, the fate of the bohemian is still to become preoccupied with what is ostensibly shunned: money and material comfort.
In North Kensington, a wind chill factor of poverty blows in. Over half of the Borough’s children attend private schools, while 41% of their peers live in poverty. Boho? Many of those who had enjoyed a degree of material comfort and predictable security can no longer rely on this. And the society is more atomised and less community-based than ever. The future is uncertain.
Under an entirely unnecessary sham economic policy called ‘Austerity’, brutal class war is being waged. For those leaving university with five figures of debt, fulfilling their life’s purpose and building a community that enables people to realise their own individuality is not an option. Neither is debt slavery an economic benefit to the country; it is a deliberate, class-based political decision.
The result is best articulated by Oscar Wilde: “There is only one class in the community that thinks more about money than the rich, and that is the poor. The poor can think of nothing else. That is the misery of being poor”[ii].
The confusion of the value of a human with the monetary value of what they possess has led the majority into tedious, demoralising work in a bid for respectability. Wilde said that our society has been constructed on such a basis “that man has been forced into a groove in which he cannot fully develop what is wonderful, and fascinating, and delightful in him – in which, in fact, he misses the true pleasure and joy of living”[iii].
And this is the dilemma of the Urban Dandy; it is what is inside them that enriches life. But they must live outwardly. And that is why, in our hundredth post we declared our intention:
“Identifying with the downtrodden, the poor and the dandies, the human, those who won’t back down and those that capitulate under pressure”.
A final warning: Beware of the word Bohemian now. It has been bastardised, called Boho…Tory Bohemia

After our recent interview with Westway Trust, this conversation took place:
Tom (slapping table with hand): “I think we’ve written as much as we can about this Portobello redevelopment. Let’s move on…”
Angel Lewis: “Yeah, there are so many topics we can write about, (gazing in to the distance) the whole human experience is open to Urban Dandy…”,
9th November, two days before the Westway23/Westway Trust public meeting at the Tabernacle, text message Tom to Angel Lewis: “WT have now pulled out saying they couldn’t guarantee the safety of their staff”.
Reply: “Seriously? Or are you kidding?”
Reply: “That’s what a guy handing out flyers just told me”.
We were forwarded an email exchange between the parties that confirmed that Westway Trust had decided not to participate, one of the reasons being cited was indeed the “well-being” of the WT staff, and they had instead suggested meeting a small group from Westway23 in order to provide more detailed responses to their concerns. No explanation for the sudden security concerns was given, nor was an apology.
Toby Laurent Belson, Artist/Designer/Organiser at Westway23 told Urban Dandy: “It is a degrading statement for them to make. I am personally insulted by the suggestion that any member of the Westway Trust would be unsafe in the midst of a community meeting I have been a part of organising, taking place at one of this area’s most venerated and well-run venues. I have attended countless meetings in this community in which I have only ever seen a put-upon community respond to issues with consideration and passion”.
He explained that W23 still received no apology. “Neither myself, nor any other member of Westway23 or its supporters, have received any reasonable explanation, let alone an apology for it, despite clearly communicating the distress it has caused”.
We asked Councillor Pat Mason, who is the Labour Group’s representative on the Westway Trust board, what he made of the no-show decision and whether it was symptomatic of a deeper malaise at the Trust. He told us: “I advised the trust Chair and Chief Executive to attend the Westway23 Tabernacle public meeting, saying they should not operate in a vacuum without the input of local people and without giving people the right to ask questions, scrutinise their actions, and to suggest what strategies the trust should follow for the future.
“Unfortunately, they decided not to attend because they are locked into the belief that local people should be commenting on and suggesting improvements to the trust’s proposals and strategies, rather than accepting that local people do not support what they are doing and have a completely different vision for their area. So any kind of strongly-voiced opposition to what is being proposed is experienced as unpalatable by trust directors”.
“This disconnect with the community is a historical problem born from the hijacking of the trust by Kensington & Chelsea Council from its inception and used as a vehicle to advance Council regeneration policies and to prevent real community representatives and groups, who were always branded as trouble-makers, from managing their own assets and making decisions beneficial to their communities.
For several decades, the trust has been run as if it were a castle bordered by a moat and peopled by the Council’s grandees who have ingrained their philosophy of neo liberal top down decision-making on the organisation which is a hard mould to break. The trust now has less Community representatives and elected Councillors, and more professional appointees on its board than it had a year ago. It was set up to go down the corporate route and that process will continue unless the local community backs up its wish for an alternative vision with real actions”.
Westway Trust send Urban Dandy this statement: “We took the difficult decision to withdraw our attendance from the meeting organised by Westway23 as we believed attending would not lead to constructive outcomes. It is unfair to expect someone to attend a meeting not knowing who is presenting alongside you, what the agenda is, who the audience is, who is facilitating or how it will be managed.
Having a community meeting is very positive and we support the principle, if you know the details and what to expect. We were informed about some of the details of the meeting from the Press ahead of being told by the organisers. There was always an air of mystery to the meeting, which did not encourage staff to feel confident about attending.
Westway Trust regularly liaises with more than 70 local groups and working with a small group of leaders, who have proposals to discuss, has proven to be the most productive way to make progress. We remain keen to have a meeting with a group representing Westway 23 at their earliest convenience.
We are committed to working collaboratively and positively with all local groups, including Westway23, and want to encourage those that attended the meeting on Wednesday to bring forward their ideas for improving the estate so that we can find a mutually beneficial approach.”
W23’s Toby offers a different route forward: “At some point an organisation set up to consider and listen to the community must do just that. It cannot continue to play politics and bury its head in the sand as people’s lives are threatened ever more seriously by economic and environmental realities. It cannot continue to treat people as idiots on the subject of their own lives.
Wounds, injuries, pain and injustice do not disappear through ignorance or denial. They only bury deeper and spread wider. Without beginning a fundamental process of healing and reparation, the damage simply continues down through generations. In my opinion, that is what we are seeing here and a genuine healing process is what Westway23 have been set up to assist our community in going through. We are trying to be open and honest and shine a light on uncomfortable truths that will hopefully reveal a better, healthier, more nourishing future. I hope the Trust can come around to being a part of that future and put the skills they do have behind those of the local community”.

Our burgeoning blog has been full of reports of high levels of gentrification anxiety in North Kensington recently. London in 2015 has seen a new strain of hypergentrification take hold, one in which the victims are expected to stand impotent and mute watching their communities being transformed in to something different in which their needs are not met, but those of other, wealthier, groups are. Fears abound that North Kensington is going the same way as Brixton.
In this climate, The Westway Trust published its proposals for the mile of land stretching under the brutal A40 which dominates and darkens the area from Acklam Road down to the riding stables at Latimer Road.
Westway Trust are custodians of the mile, entrusted with making it work for the benefit of the local population. But the community group Westway23 has accused them of an “abuse of power” and an intention to betray the area by accelerating the gentrification process.
We wanted to put W23’s concerns to the Trust and give them a chance to give their point of view. We also wanted to explore the context in which the changes will be made and look at the limits imposed on local people by global forces.
We sat down with Phil Dibsdale, Senior Development Consultant of Westway Trust, who is heading the Trust’s programme of changes. Phil explains that he is born and bred in the area and remembers watching from his bedroom window as the Westway was erected.
Phil was joined by Martin Oxley, Head of PR and Communications. Our questions were plucked from our articles on the Westway23 protests, as well as some that arose in conversation:
Q1. Will you build ‘tired, top-down developments that could be anywhere in the world’?
WT: ‘We hope not. We hope to avoid that. Of course, we have to abide by building regulations and standards to ensure safety. We also have to work with TFL, who have a vested interest in what we do. But we’ll ensure that what we build has lots of uses, including on the Acklam site, which is currently underused.’
Angel Lewis @ Urban Dandy: ‘With Acklam, I grew up with it being a hub of hip hop, parties and graffiti; bands came up there who went on to be big. I went to the US for a few years, and when I came back, it was fenced off’…
Q2. What became of Acklam Hall and the playground? Are the fears expressed of a repeat of this history justified?
WT: ‘The playground was closed for health and safety reasons.
Acklam village is not commercially viable, Monday to Friday. It only has a license until 9pm and no sound proofing. The skate park, which is very successful, creates noise that bounces off the motorway and the timber structures. It has a negative impact on its neighbours.
We want to see live music at Acklam. Our current plans for Acklam are to have four bays:
One will be used for market storage,
A second will be a shop unit,
The third, which will be one and a half units, will be for community and cultural events, a white cube where you can do anything,
The fourth will be similar to what is already there.
We want to protect our tenants in the shopping arcade. They will move across to Acklam while we refurbish the arcade. Then they can choose whether to stay there or return to the arcade. With the new arcade design, all the shops will have an outward-facing front. Currently, business is poor because very few people explore inside the arcade’.
Urban Dandy: Will rents increase?
WT: ‘Rents will resume at current levels, but we will introduce a profit sharing system to help Westway Trust recoup its outlay.
In the past, things have happened organically, but it needs to be organised with a business plan. There have been a lot of white elephants over the years.
But this is not about taking a capitalistic approach. All the money is reinvested in the community. Of our 120 tenants, only one, Sainsbury’s, is a big high street chain, and it brings in a lot of money’.
Urban Dandy: But isn’t a Waitrose going up right opposite Sainsbury’s?
WT: ‘The council controls that building’.
UD: What they were saying on the Westway23 protest was: “What’s happening within the language is what was happening when Acklam Hall was closed. Words like ‘regeneration’ should be a warning to the community.” That’s the most specific thing I have heard: it’s the same language again and they lost those two venues previously, so are the fears expressed legitimate?
WT: ‘Obviously I wasn’t around then, so I can’t comment on what was said back in those days but obviously what replaced those things wasn’t properly built buildings they were for temporary uses and made without a strong business plan. That won’t happen this time’.
Q3.How aware is WT of the social cleansing going on locally? Do WT’s plans include anything that will offset it and help unify the community?
WT: ‘There are limits to what Westway Trust can do. We maximise the number of opportunities we can give to local people. We are creating 200 jobs, we’re keeping local businesses going and we have an apprenticeship programme.
The area was actually originally built for the gentry, with those big Victorian houses but then became a poor area. There is a recognition that demographics are changing in the area again. Demographics are always changing and we have to serve everyone in the community’.
Q4. How will local people be involved, aside from attending consultations?
WT: ‘Westway23 were invited to meet with us but didn’t turn up. They can be involved, but we will listen to the ideas generated by the consultations’.
Urban Dandy: You mention invites to the community to take part in the planning process; are you taking steps to attend and become part of the community’s groups and events?
WT: ‘Our Head of Culture and Partnerships is Lynda Rosenior-Patten and she is very active attending events, meeting people and organisations in the community. We have lots of partnerships with local groups and we use as many channels as we can to gage opinion.
If we were private developers, we’d have started the building already. But we have a democratic governance structure which means that community groups are represented. Westway23 were encouraged to sign up’.
Q5. Which groups are your priorities?
WT: ‘Our priorities are the people most in need and supplementary schools. The original area of the Trust was to benefit Kensington and Chelsea as a whole, but I think everyone can see that it is the North of the Borough that receives all of the benefit.’
Q6. Why didn’t you consult the community before drawing up the original plans?
WT: ‘From 2011 onwards we held consultations to establish the tone and parameters of the changes. There has been a lot of consultation and we then chose to put something out there, rather than just a blank sheet of paper. It was the culmination of four years of consultations’.
Urban Dandy: It can seem quite cold, as a resident, to receive a document with artists’ impressions of the plans. It’s easy to feel indifferent about it.
WT: ‘If people are just angry or against us, they can’t have that influence they want. We have spoken to hundreds of people and our Cultural Manager is talking to people with heritage in the local area.
Dialogue has to come both ways.’
Q7. What kind of feedback have you received?
WT: ‘A huge range. From the traders’ survey, we saw that people are desperate for change. Although not all of them filled out the survey’.
Angel Lewis @ Urban Dandy: There is a perceived division between the trust and the local community; if that division is bridged it may feel more like one organisation. Myself, looking at your brochure, I don’t feel included in this, it appears done, dusted and complete.
WT: Well you’ve got to be in it to win it, you’ve got to have your say and this is your chance to have your say.
Tom @ Urban Dandy: I went to a public meeting with the Kensington Aldridge Academy and they wouldn’t answer any questions in a straight forward way, and people were getting angry – they felt that they were being given spin instead of answers, what has been coming back to you from the public?
‘There’s been a huge range of feedback from people saying “why haven’t you done this already?” particularly the traders and local business owners, to people saying “don’t do anything, absolutely leave it alone”.
Over the last nine months with seven months’ of consultations going on, most people have recognised there is a need for improvements and that the market needs to be supported. But they are mostly concerned with keeping the character of the area. It’s difficult, it’s evolved over 100 years so when you try to build something with that character from scratch it’s not easy, but if we can build something with the look and feel of Portobello then it should evolve and people will grow to taking it on board.
The last seven months’ of feedback has proved to us that there’s consensus for change locally’.
Q8. Will flats for the rich and retail units for the middle class be built?
WT: ‘It depends what you mean by rich. There will be 12 flats built to be sold at market rate. This is for financial reasons, Westway Trust raises money for its community projects this way.
As for the shops, they will all be really small. To bring high street chains in to the area would be commercial suicide. People can go to Westfield to get all that stuff’.
12 affordable units is not going to change the tide of affordability and won’t make a great amount of difference to the area. They will look like what is already here. If it were the development on a large scale, like 250 units, then it would.
Q9. How do you feel your ability to fulfil your original mandate is being affected by gentrification and capitalism?
WT: ‘Westway Trust has to represent the whole community democratically. We have programmes to target those most in need. The public realm should make everyone feel safe and welcome.
But there are limits. Health and safety regulations have sterilised children’s play areas and brought about a lot of banality. There’s less sense of adventure’.
Urban Dandy: And gentrification?
WT: I don’t feel constrained by it, it’s one of those waves you can’t stop unless you have government intervention. Gentrification makes my job more of a challenge, and I recognise that for local people it is a real threat’.
Q10. The idea of a ‘village’ is not popular with Westway23 and it does seem a bit tired – any comment?
WT: We found some references to the area as a ‘village’ in documents written 20 or 30 years ago. It was only ever a working title for consultation purposes and it definitely won’t remain’.
And our time was up, we had to vacate the room for more meetings. A conversation that could have run all day ended, but as we packed up we had time for one more question to Mr Dibsdale: ‘Do you still live in the area?’
His reply: ‘I don’t. I can’t afford it to be honest’.
I’d like to think that our expression on UDL (I loved UDL) is often in the spirit of truth that compels the uttering of facts regardless of the consequences. As you may know, the job of a scribe is just that; Similar to a court reporter, to witness, record and express just what it ‘IS’ without alteration regardless of the influence of the surroundings. This is even at a time when most can’t and won’t see beyond their fear and contribute emotionally in the hope of thwarting the consequences of REALITY.
To do this work is a gift that the inner relief felt to be a reward worth every ounce of pain endured. At times though, I well wish I didn’t have what I call mild Tourette’s syndrome. It’s like a shield for the murderers of truth and their shortsighted ways. Some even liken the truth to a two-edged sword but often the casualties of its wrath invested in the injustice of their scheme while covering their eyes, acting as though that awful day would never arrive.
Because of its damaging effect on lies you can see why there are sayings like; ‘… you can’t handle the truth, the truth will set you free’ and ‘the truth is bitter to taste but sweet to swallow’.
The foundation of truth is firm and unbreakable, whereas lies are on shaky and temporary ground. Some scriptures use beautiful metaphors using other species, animals, and states of being even though the point is most often missed.
Take for instance the condition of a spider making a home out of its web. It is merely a matter of time until it is fractured or destroyed, having to start over, again and again. But more importantly, few consider the stresses that the spider lives to endure, not knowing if the next disrupting vibration is an attack, potential food or just simply the wind. This parallels the fear of a deceptive scheme being penetrated when living a lie.
It takes little imagination to know that a creature/spider can never really rest since, at any moment, there will be an unpredictable disturbance. It and its abode may be gone in an instant or carried to a new location just because somebody got their face in their business. The spider’s home is external and that is precisely the point; like the self-inflicted stresses that words, from outside of the true self, create on the traducer – always on edge expecting an attack at any moment. Words such as ‘rest assured’ do not exist in that un-reality. Such a weak foundation is without a centre or any true support, merely existing in a 3-dimensional delusion that holds as a temporary space-time moment, marking only a half relevant event in time similar to a tattoo.
If I were religious at all I would strongly suggest Tehuti of Kemet, more widely known as Hermes or Thoth of Egypt, to be UDL’s patron saint and every organisation for that matter. The god is known to record whether or not a feather will outweigh the heart of the object passing from life to death. This is in order for it to become a contributing part of the cosmic family from its organic state, onto the ethereal and back again.
Most living organisms adhere to such because, in innocence their language remains pure, straightforward and static. Yet humans…oh humans…some are most comfortable with performing word acrobatics, not for entertainment purposes but to twist the pure words and change the nature of actuality with verisimilitude.
If it’s not poetic it is a lie.
Yet truth is not a word for an over-active ego that would use the sanctity of the audible symbols or ‘ spell-ing’ to conquer and defend a point without care or concern for our shared cosmic justice. No, truth is for the wise and the mindful. One may see truth as more of a preservation of the soul or a stargate rather than a way to wax the ego, knowing that, beyond the exoteric eye, there is the unseen eye that becomes manifest as judge, not at the beginning of the issue but at the end or what we can call the transformation, just as it is portrayed in the Book of The Dead.
The idea of a subjective truth is more western dribble, a breeding ground for lies, transforming the heart to impedimenta sinking the Soul to a base 3-dimensional return, where the gift of words are no longer there to use, giving meaning to the statement ‘lost for words’. You can just imagine a gazelle observing two human mouths chattering away staring puzzled with a feeling of familiarity. He reminisces, having this cosmic déjá vu moment, before being gorged by a local predator that also speaks a foreign language where each sound means only one thing, death!
For the poor animal it would take multiple life cycles to understand the subtleties of our verbal communication which may well have been the preserver of its life, but we, having the privilege of this communication, this gift of sound, we choose to abuse it. Yet within all of this thankfully some do see a gift, the gift of a psychological bridge to reach all amongst the other animals. If the Jungle community could intellectualise with their peers, maybe they may see a reduced rate of mortality over time, for being able to verbalise and rationalise each creature’s basic needs, emotional direction and concerns in the most intricate detail. Yet here, this man with all of this ability and potential stands disconnected and abusive towards the beautiful gift of word communication and uses all this as a weapon for his egotistical needs.
I have to recognise that my deep love for music and poetry stems from experiencing this pure expression of truth, we are like poeticians, standing by what we have felt. In historical religious doctrine, you will find subtle allusions to the poets and artists of old. Clearly, we were despised for speaking the unadulterated language of the heavens; Metaphor. That’s the realm where there is no debate, it just is and it is known by it’s consistent, resounding results in all colours, platforms and dimensions.
Though this does contradict man’s philosophies, man’s opinions and their academic collections that are really nothing but recycled shrapnel from the purity of the dead poet’s message regurgitated. And so the poets were demonised and faced with a few choices–be silent, change the message, or die. So here we are some silent, some transformed and some dead.
Even at a time of desperation and gross, terrific, political turmoil, words of truth are still for sale. But the voice will return only when elevated thought can rise up to the top-floor beyond interruption from the selfish ego and it’s continuous pressing to join the party on the journey up, and so return to earth with unadulterated sound vibration.
Maybe there’s a Karmic link that justifies Maat’s weighing of the heart with Tehuti’s taking acount. Maybe (I say with full knowledge) the incarnate is received through the justice of its own past actions in respect of living truth. It could be that there is a pecking order based on this honesty and we lose what we have abused. Or maybe it’s all random and conflicting like earth beliefs and there is no cosmic pattern?
In respect of all that, here is an interesting and passionate challenge that happened last year. Richard Boyd Barrett a TD (Teachta Dála) for the Dún Laoghai Irish parliament has (what appears to me) an inward experience and incredibly releases about 60 years of history in just about 6 minutes of poetry, brandishing the truth and putting everything on the line.
I warn you, some may want to cover their ears and effectively continue the warping of the unrestrained heavenly chords but one way or another the impact of truth being aired, regardless of the consequences, lightens your load.
